Human Resource Management i linjeorgani-sasjonen: Hvordan ledere på ulike organisato-riske nivåer vurderer HR-funksjonen

Studien tar utgangspunkt i en offentlig organisasjon med 7000 ansatte som med inspirasjon i konseptet HR transformasjon endret HR-funksjonens organisering. På grunnlag av 22 dybdeintervjuer med førstelinjeledere og to gruppeintervjuer med til sammen 19 avdelingsledere undersøker studien hva ledere på de to organisatoriske nivåene vektlegger når de vurderer HR-funksjonens rolle og organisering. Funnene viser et tydelig skille mellom førstelinjeledere og avdelingslederes forventninger til HR-funksjonen. Mens førstelinjeledere ønsker en HR-funksjon som kan bistå i operative spørsmål, legger ledere på avdelingsnivå vekt på strategiske HR-aktiviteter og standardiseringer av prosesser som støtter langsiktige mål. Artikkelen peker på behovet for forventningsavklaringer mellom ulike aktører og multidimensjonal HR-støtte.
