Abstract

Local authorities are very large enterprises, measured in both turnover and, indeed, number of staff. The range of products is also wider than in any other line of business, which makes immediate requirements to qualified leadership and management imperative. However, political leadership is elected by the people, and the local council is by definition characterised by different attitudes to ends and means. Strangely enough, though, Danish local authorities function quite well.
